THERE IS NO WATER, THERE IS NO WASTEWATER, AND THERE IS NO INFRASTRUCTURE FOR THEM TO EVEN BE ABLE TO TIE TO IN THE FIRST PLACE. AND SO THEY CAN DO A BIG ENOUGH PROJECT WITH ENOUGH ACREAGE AND ENOUGH HOME SITES TO JUSTIFY GOING THROUGH THE PROCESS TO T-C-E-Q TO GET PERMITTING FOR WASTEWATER TREATMENT PLANT TO BE ABLE TO DO, YOU KNOW, PROVIDE WATER IN DIFFERENT THINGS. AND SO IT DOES MAKE SENSE IN CERTAIN AREAS THAT DEVELOPERS ARE ABLE TO PROVIDE THEIR OWN INFRASTRUCTURE.HOWEVER, WHEN YOU LOOK AT THAT PLANNING AREA MAP, IN MY OPINION, ANYTHING IN THAT GREAT AREA, WHICH IS OUR ETJ, THERE SHOULD BE NO MUDS IN THE ETJ. THEY CAN ABSOLUTELY, 100% SAY, BYE, SEE YOU. WE'RE GOING TO DO OUR OWN THING. WE DON'T WANT TO ANNEX. WE DON'T WANT TO ANNEX. WE'RE NOT GOING TO BE PART OF THE CITY. WE'RE NOT GOING TO TIE ANY INFRASTRUCTURE. AND IN OUR ETJ, WE HAVE TWO MUDS COMING IN. WE HAVE ON 508 CPOS COMING IN AND OUT ON 207 COMING IN, AND THESE ARE GOING TO BE HIGH, ULTRA HIGH DENSITY COMMUNITIES. THEY'RE GOING TO BE PREDOMINANTLY RENTAL COMMUNITIES. THEY'RE NOT GOING TO BE LAND OWNERSHIP. THERE'S NOT THAT AMERICAN DREAM GOING ON THAT WE'RE FULFILLING. SO REASONS WHY MUDS ARE BAD IS ONE. AS I SAID, THEY GO OUTSIDE THE CITY LIMITS. THERE'S NO TAX DOLLARS GENERATED, SO THERE'S NO ADDITIONAL REVENUE STREAM TO THE CITY FOR ANY COSTS THAT ARE INCURRED. AND THEY DO COST WHEN THEY BUILD IN THE ETJ. BECAUSE WHAT HAPPENS WHEN SOMEBODY AT CPO ON 508 BEHIND THE ELEMENTARY SCHOOL CALLS 911 AND SAYS, HEY, SOMEBODY'S BREAKING IN MY HOUSE, CHIEF, WHO'S TAKING THE CALL? YEAH, STEVE ALVARADO PD IS GOING TO TAKE THAT CALL EVEN THOUGH THEY'RE OUT IN THE COUNTY, EVEN THOUGH THEY'RE NOT PAYING CITY TAXES, ALVARADO PD HAS TO RESPOND. AND SO WE'VE GOT NO REVENUE TO PAY FOR THE EXPENSES. ESD DOES HELP OFFSET SOME OF THE FIRE, BUT THEY'RE NEVER GOING TO COVER ALL OF WHAT THAT COST IS TO US.
AND THEY'RE GOING TO BE RIDING ON OUR STREETS THROUGH TOWN. THEY'RE GOING TO TAKE THEIR KIDS TO SCHOOL. THEY'RE GOING TO COME FROM OUT OF THE COUNTY UNINCORPORATED AREA TO THE SCHOOLS THAT ARE INSIDE THE CITY LIMITS, AND THEY'RE WEARING OUT THE ROADS, BUT THEY'RE NOT PAYING AND CONTRIBUTING TOWARDS THAT STREET MAINTENANCE PORTION THROUGH PROPERTY TAX. AND AS I MENTIONED, THERE'S $0 BEING INVESTED INTO THE EXISTING INFRASTRUCTURE, RIGHT. WHAT'S HER BIGGEST CHALLENGE IS WE HAVE ALVARADO IS THE OLDEST CITY IN JOHNSON COUNTY. WE'VE GOT THE OLDEST SEWER LINES IN JOHNSON COUNTY, TOO. THERE'S SOME CLAY PIPES RUNNING AROUND. RIGHT. AND SO WE'VE JUST COMPLETED A PHASE ONE EXPANSION ON THE WASTEWATER TREATMENT PLANT TO ADD CAPACITY. THE DEVELOPERS THAT ARE COMING IN, WE'VE PARTNERED WITH THEM TO PUT LINES IN AND EXPAND LINES AND UPSIZE LINES SO THAT WE CAN ACCOMMODATE THE GROWTH. AND THEN LONG TERM, THAT'S GOING TO BE ALVARADO'S RESPONSIBILITY AND NOT A WHOLE BUNCH OF LITTLE DOTS ON A MAP RUNNING AROUND GOING, HEY, WE GOT A PLANT, WE GOT A PLANT. ANOTHER CHALLENGE IS YOU SAW THAT HEAT MAP THAT I SHOWED YOU WHERE PEOPLE ARE MOVING TO. IF THEY JUST DROP A MUD IN THE MIDDLE, THEY DON'T HAVE TO PARTNER WITH THE CITY.

AND SO THE RESIDENTS ARE NOW INHERITING 20 TO 40 YEAR DEBT THAT THEY DIDN'T HAVE ANY SAY SO ON THE BEGINNING FOR ISSUANCE. YOU KNOW, THEY ALSO ARE GOING TO BE THE ONES THAT ARE SETTING UTILITY RATES. YOU KNOW, THEY'RE SETTING THEIR WHEN THEY ISSUE THE BOND, THEY'RE BASICALLY GOING TO HAVE A TAX RATE TO REPAY THOSE BONDS. SO, SO YOUR MUD BOARD DEVELOPERS ARE SETTING TAX RATES OR ISSUING BOND DEBT. THEY'RE DETERMINING THE UTILITY RATES. AND THEY EVEN HAVE SOME LIMITED EMINENT DOMAIN POWERS FOR THAT PROPERTY TO DO WHAT THEY WANT TO DO, EVEN THOUGH THEY BOUGHT IT, HOW THEY GOT EMINENT DOMAIN, I DON'T WANT TO GET THAT. AND THEN THIS IS MY BIGGEST CONCERN, THOUGH, THAT NOBODY HAS EVER ANSWERED TO ME FROM EVERYBODY I'VE EVER ASKED WHAT HAPPENS? WASTEWATER TREATMENT PLANTS, THEY AGE OUT.
SO HOW ARE THEY GOING TO REPLACE OR REPLACE THAT 40 YEARS FROM NOW, WHEN I'M DEAD AND GONE AND MY GRANDKIDS ARE RUNNING AROUND AND YOU HAVE 2000 HOME SUBDIVISIONS, 3000 HOMES, SUBDIVISIONS, AND THAT WASTEWATER TREATMENT PLANT IS NO LONGER FUNCTIONING AND HAS TO, YOU KNOW, I MEAN, WE SPENT 30 MILLION FOR 0.8 MGD AND YOU'RE GOING TO IT'S GOING TO BE EVEN MORE EXPENSIVE. THEN WHO'S GOING TO DO IT? THEY'RE GOING TO GO TO THE COUNTY AND THEY'RE GOING TO SAY THEY'RE GOING TO COME TO THE CITY AND SAY, HEY, ANNEX US AND FIX OUR TREATMENT PLANT. AND THE ANSWER IS NO, WE'RE NOT GOING TO FUND THAT. THERE'S NO REVENUE OFF OF THAT, OR THEY'RE GOING TO GO TO THE COUNTY AND SAY, HEY, WE GOT A PROBLEM. SO THERE ARE THERE ARE TENS OF THOUSANDS OF RESIDENTS 40 YEARS FROM NOW THAT ARE GOING TO BE STUCK WITH AGING INFRASTRUCTURE, DEALING WITH THE SAME PROBLEMS THAT WE DEAL WITH WITHOUT THE ABILITY THAT LOCAL GOVERNMENT HAS TO EVEN TRY TO DEAL WITH THOSE PROBLEMS IN THE FIRST PLACE.
AND SO IT'S EXTREMELY IMPORTANT THAT MUDS ARE WORKING WITH THE LOCAL GOVERNMENTAL ENTITIES AND TRYING INTO EXISTING INFRASTRUCTURE, BECAUSE THAT IS HAS THAT MECHANISM FOR CONTINUING TO KEEP IT UPDATED AND UP TO UP TO SPEC AND UP TO PAR AND UP TO PROGRESS. ANOTHER THING, AND I REALLY DIDN'T GET A WHOLE LOT OF THE NEXT PART ON THERE, BUT DESIGN STANDARDS, YOU KNOW, AS I MENTIONED, THERE ARE SOME MUDS COMING IN THAT THEY DON'T WANT TO COME IN BECAUSE OF THE DESIGN STANDARDS.
