THEY WENT INTO THIS PROCESS. UH, CITY COUNCIL, UH, MANAGEMENT. AS CITY STAFF, IT IS CERTAINLY NOT SOMETHING THAT'S DONE BY ONE PERSON. EVERYONE HAS THEIR INPUT AND, UH, IT ONLY WORKS BECAUSE WE ALL COME TOGETHER AND, UH, PRESENT WHAT WE BELIEVE IS BEST FOR THE CITY. SO, NEXT SLIDE, OR I CAN, I CAN SHARE. THANK YOU, CLICKER. SO ONE OF THE PREVAILING ITEMS IN THIS BUDGET IS, UH, THE CHALLENGING ECONOMIC ENVIRONMENT THAT WE ARE IN. THE JOHNSON COUNTY CENTRAL APPRAISAL DISTRICT HAS CHOSEN TO ONLY REAPPRAISE PROPERTIES EVERY THREE YEARS. SO OUR VALUES WILL REMAIN FLAT FROM LAST TAX YEAR, THIS TAX YEAR AND NEXT TAX YEAR. SO THAT WAS SOMETHING THAT WE HAD TO CONSIDER IN PREPARING THIS BUDGET. UM, ONLY NEW PROPERTIES, UH, INCREASE THE, THE VALUE FOR THE MOST PART. ALSO, INTEREST RATES, UM, HAVE BEEN FLUCTUATING AND THEY HAD BEEN INCREASING. SO THAT SLOWED DOWN SOME OF THE, UM, UH, BUILDING AND THINGS THAT WE ANTICIPATED. UM, BUT NOW WE, THE FED IS MEETING TOMORROW, SO THERE COULD BE TAX RATE INTEREST RATES BEING CUT DOWN. SO WE MAY SEE AN INCREASE FROM DEVELOPERS AND MOVING FORWARD MORE QUICKLY AS INCREASING THE PACE THAN THEY HAVE IN THE LAST SEVERAL YEARS. UM, POPULATION HAS ALSO GROWN, AND WITH THAT INCREASED POPULATION, IT HAS MORE, UH, WORKLOAD ON ALL CITY DEPARTMENTS. AND THEN THE LARGEST PART OF THE GENERAL FUND IS SALARIES AND BENEFITS. SO THIS BUDGET ALSO INCLUDES A 3% COST OF LIVING INCREASE FOR ALL EMPLOYEES. IN ADDITION, IT, IT'S ALSO IN THE WATER SEWER FUND FOR THE EMPLOYEES THAT ARE CODED THERE. SO, TO START OFF WITH, THIS IS THE GENERAL FUND, WHICH, UH, FUNDS PUBLIC SAFETY ADMINISTRATION STREETS. UH, THIS SHOWS, UH, THE ESTIMATED OR PROJECTED COLUMN FOR 24 25. THIS IS A CONSERVATIVE APPROACH. UM, SO AS WE GET MORE INFORMATION, SOMETIMES THINGS WILL BE MORE FAVORABLE. EITHER WE GET MORE REVENUES THAN WE ANTICIPATED, OR LESS EXPENDITURES. UM, OUR APPROACH FOR THAT IS BECAUSE WE WANT TO PRESENT A REALISTIC, BUT UH, UH, WHERE THE CASE WOULD ALWAYS BE THAT IT WOULD BE TURN OUT BETTER THAN WE ANTICIPATED, AS OPPOSED TO WORSE THAN WE ANTICIPATED. UM, SO FOR EXAMPLE, WE RECEIVED OUR SALES TAX, UH, RECEIPTS, UH, LAST WEEK AFTER WE HAD OUR BUDGET WORKSHOP. AND BASED ON THAT TREND, AND THOSE WERE RECEIPTS FOR THE MONTH OF JULY, WE THINK THAT WE MAY END UP 200,000, $220,000 MORE IN OUR ESTIMATE FOR SALES TAX FOR FY 25 THAN WE HAVE PRESENTED HERE. SO, UH, AGAIN, JUST A REMINDER THAT THIS, THIS COLUMN IS, IS, IS SUBJECT TO, TO CHANGE. AND AGAIN, WE EVALUATE IT AS CLOSELY AS WE CAN, BUT THINGS, UM, COULD COME IN, HOPEFULLY MORE WILL COME IN MORE FAVORABLE THAN, THAN NOT. WE ALSO HAVE PERMIT REVENUE. AGAIN, AS I MENTIONED, WE'VE HAD MORE RECENT MEETINGS WITH OUR DEVELOPERS AND, UM, THEY FEEL THAT THEY'LL BE ABLE TO, TO BUILD MORE QUICKLY. AND SO THAT'S ANOTHER REVENUE LINE ITEM THAT GOING INTO FISCAL YEAR 26, UM, MAY COME IN OVER THAN WHAT WE HAVE PRESENTED CURRENTLY. SO, UH, THE ENDING FUND BALANCE IN THE GENERAL FUND OF 6.7 MILLION, HOPEFULLY WILL, WILL BE HIGHER THAN THAT. UM, BUT WITHOUT A CRYSTAL BALL AND KNOWING EXACTLY HOW THINGS ARE GONNA TURN OUT, UM, THAT'S, UH, THAT'S WHERE WE STAND TODAY. THE OTHER FUND I WANTED TO HIGHLIGHT, WELL, THE HOTEL OCCUPANCY TAX FUND, UH, THIS ONE, UH, THE, IN THE TAXES FROM OUR HOTELS ARE INCREASING STEADILY. THERE'S NOT A A, A HUGE VARIANCE, BUT IT IS GROWING. [00:30:01] AND ONE OF THE MAIN ITEMS, UM, THAT I WANT, AND WE'RE ANTICIPATING THAT WE'LL HAVE $728,000 AT THE END OF THIS FISCAL YEAR. AND OF THAT WE'RE PLANNING TO USE 259,000 6 0 9, UM, TO FUND DIFFERENT CITY EVENTS AS A, YOU MET, UH, CHELSEA GODWIN EARLIER. WE HAVE, UM, DIFFERENT EVENTS THAT WE'RE PLANNING FOR, BUT THE MAIN ITEM THAT I WANTED TO POINT OUT AS FAR AS, UH, THIS FUNDING IS THE CAPITAL OUTLAY INCLUDED IN THAT CAPITAL OUTLAY IS THE REPAIR OF THE JOHNSON FAMILY CHRISTMAS DECORATIONS, WHICH WILL BE RETURNING TO THE SQUARE THIS CHRISTMAS. SO, SO, YAY. I KNOW THAT'S A VERY IMPORTANT . YES. . WELL, WE'LL TAKE THE CLAP. SO THAT, THAT'S WHAT I WANTED TO HIGHLIGHT THERE. AND ONE DAY I WILL GO IN THE RIGHT DIRECTION. OH, ONE OF THE OTHER MAJOR FUNDS FOR THE CITY IS THE WATER SEWER FUND. UH, THIS IS A USER FEE BASED FUND. SO IT'S, IT'S, UM, PEOPLE PAY ON CONSUMPTION. SO, UH, THIS AGAIN, GROWING STEADILY AS WE WOULD ANTICIPATE WITH INCREASED, UH, RESIDENCES AND BUSINESSES. IN OUR, UH, IN OUR CITY, WE, UH, HAVE AN ESTIMATE OF 2.3 BILLION FOR WORKING CAPITAL. UM, AGAIN, IF THINGS GO WHERE WE'RE PLANNING AND IT, WE MIGHT USE $617,000 OF THAT WORKING CAPITAL. EVEN IF THAT ENTIRE AMOUNT GETS USED, WHICH AGAIN WOULD BE A WORST CASE SCENARIO, IT WOULD STILL LEAVE THIS FUND AT $1.7 MILLION. AND THAT'S ABOUT 25% COVERAGE OF EXPENDITURES. SO IN OTHER WORDS, THAT MEANS THAT IF WE DIDN'T HAVE ANY MORE INFLOWS OF REVENUES COMING IN, WE WOULD HAVE ENOUGH TO STILL COVER THREE MONTHS WORTH OF EXPENDITURES. UH, THE ECONOMIC DEVELOPMENT FUND, UM, THIS ONE WAS VETTED AND APPROVED BY YOUR ECONOMIC DEVELOPMENT CORPORATION BOARD. UH, THE PRIMARY FUNDING SOURCE IS SALES TAXES. SO AS I MENTIONED EARLIER, UM, SINCE THIS MONTH, SALES TAX THAT RE RECEIVED IS TRENDING PRETTY WELL AND TRENDING HIGHER WHERE WE COULD POSSIBLY PUSH OUR ESTIMATE HIGHER, THIS WILL IMPACT THIS FUND AS WELL. SO, UH, I WOULD SEE THAT THAT WOULD, WE WOULD GET MORE SALES TAX REVENUES THAN WE'RE BUDGETING. BUT AS IT STOOD, WHEN WE PUT THIS INFORMATION TOGETHER, UH, WE ANTICIPATED AN ENDING FUND BALANCE OF 3.9 MILLION AND THEN, UM, UTILIZING 752,000, STILL LEAVING 3.1 MILLION AT THE END OF NEXT FISCAL YEAR. SO AS ALREADY BEEN MENTIONED SEVERAL TIMES TONIGHT, IS THE ALL IMPORTANT STREETS PROGRAM. SO WE HAVE THREE MAJOR FUNDING SOURCES FOR, UH, FOUR STREET REPAIR. UH, THERE'S THE STREET MAINTENANCE SALES TAX, WHICH WAS, UH, UH, VOTED UPON BY THE CITIZENS. AND WE HAVE, UH, MONEY THERE IN A GAS ROYALTIES FUND, AND THEN A PRAIRIE LANDS FUND FOR A TOTAL OF $1.7 MILLION TO ADDRESS STREET NEEDS IN FISCAL YEAR 26. AND WHEN WE MET WITH COUNCIL, UM, WE DISCUSSED, THERE WAS A DISCUSSION REGARDING THE WISHLIST ITEMS. AND SO THE ITEMS THAT ARE CIRCLED ARE THE ONES THAT COUNCIL, UH, CHOSE TO MOVE FORWARD WITH AT THE WORKSHOP. AND, UH, WE'LL HAVE THOSE, UH, SOME OF THOSE WERE ALREADY INCLUDED IN OTHER PARTS OF THE BUDGET AND, UM, THOSE ARE THE ITEMS THAT ARE MOVING FORWARD WITH.
