DEVELOPMENT AGREEMENT BETWEEN ALVARADO 228, LLC, AVALON DEVELOPMENT GROUP, LLC AND THE CITY OF ALVARADO FOR THE CHAMBERS CREEK DEVELOPMENT AND COUNCIL. I'LL CALL UP TED AND JONATHAN, WHICHEVER ONE, IF YOU WANT TO SPEAK, BUT THIS IS THE CHAMBERS CREEK DEVELOPMENT ITEM THAT COUNCIL'S BEEN LOOKING AT FOR SEVERAL MONTHS NOW, SO WE ARE AT A POINT WHERE WE'RE READY TO MOVE FORWARD ON APPROVING THE DEVELOPMENT AGREEMENT ITSELF. ADJACENT TO THIS ITEM IS THE RESOLUTION SETTING THE PUBLIC HEARING FOR THE CREATION OF THE TAX INCREMENT REINVESTMENT ZONE THAT'S ATTACHED TO THIS THIS DEVELOPMENT. SO THOSE ARE THE ONLY TWO ITEMS ON THE AGENDA TONIGHT. WE DO HAVE A PLACE IN EXECUTIVE SESSION FOR THIS ITEM IF COUNCIL WANTS, BUT WE DON'T HAVE TO IF WE DON'T NEED TO, IF WE DON'T NEED TO. SO WE'RE GOING TO KEEP IT BRIEF, BUT WE'RE HAPPY TO ANSWER ANY QUESTIONS THAT ANY OF YOU HAVE. I'M NOT FOR SURE IF IT WOULD GO TO HIM OR IF IT WOULD GO TO YOU AND PAUL. THE TOURS THAT WE'RE CREATING FOR THIS. HOW DOES THAT AFFECT THE. WHEN WE DID THE OTHER TOURIST Y'ALL GAVE US, WAS IT A TOURS? WE ALL GAVE US A LIST OF THE PROPERTIES THAT THEIR PERCENTAGE WOULD GO INTO THAT. SO WHAT PROPERTIES WILL BE USED TO GO INTO THIS CHURCH. SO THIS WILL STRICTLY BE OUR PROPERTY THAT WE'RE JUST STRICTLY CALLS FROM YOURS. YES. THE TOURIST DISTRICT IS JUST THE 228 ACRES THAT MOST OF WHICH IS NOT IN THE CITY TODAY THAT WILL BE ANNEXED INTO THE CITY. BUT IT'S WE'LL BE IN CONTROL OF ALL THE ALL THE LAND THAT'S BEING THAT'S IN THE THAT WAS THAT WAS MY QUESTION. YEAH. I THOUGHT ABOUT THAT LAST TIME AFTER WE DISCUSSED QUESTION. SO AGAIN, IT'S 228 ACRES THAT WE HAVE UNDER CONTRACT FOR SOME TIME NOW. IT'S PROPOSED DEVELOPMENT IS 713 SINGLE FAMILY HOMES. THE THE BIG CENTERPIECE TO THIS DEVELOPMENT IS THE SPORTS COMPLEX THAT I'LL SHOW YOU A LITTLE BIT MORE ABOUT HERE THAT WE'VE TALKED ABOUT. AND, YOU KNOW, IN ORDER TO ACCOMPLISH THIS DEVELOPMENT WITH, WE'RE CREATING THE TOURIST DISTRICT. WE'RE PART OF THOSE FUNDS WILL GO IN TO PAY FOR THE CONSTRUCTION OF THE SPORTS PARK. AND THEN A PART OF IT IS GOING TO BE USED AS A PIT OFFSET THAT WE'VE DISCUSSED ABOUT IN THE LAST COUPLE OF MEETINGS. WE ARE CREATING A PUBLIC IMPROVEMENT DISTRICT WITH THIS PROJECT AS WELL, TO PAY FOR A PORTION OF THE PUBLIC IMPROVEMENTS. AND BUT THE COMBINATION OF THE PYD AND THE TOURS ARE REALLY INTEGRAL TO MAKING THE WHOLE THING WORK. I WON'T BELABOR TOO MUCH OF THE ALL THE DETAILS, BUT AGAIN, THIS IS THE GENERAL LAYOUT. THIS IS THE 228 ACRES. ALL OF THIS LAND IS GOING TO BE PART OF THE TOURIST DISTRICT AND THE TOURS, THE WAY THE TOURS IS SET UP IS 50% OF THE VALOREM TAXES WILL GO INTO THE TOURS. THE OTHER 50% GOES TO THE CITY'S GENERAL FUND. AND THEN WE'RE BREAKING OUT THE TOURS INTO TWO BUCKETS. A PORTION OF THE TOURS ARE GOING TO GO TO PAY FOR THE SPORTS COMPLEX, AND THE PORTION OF THE TOURS IS BEING USED AS A PIT OFFSET TO HELP REDUCE THE PIT ASSESSMENTS TO THE HOMEOWNERS ANNUALLY. HERE IS A CONCEPTUAL VIEW OF THE SPORTS COMPLEX THAT WE WENT THROUGH MANY ITERATIONS TO GET HERE TO FIGURE OUT WHAT WAS AN APPROPRIATE MIX OF SPORTS FIELDS, AND THIS MAY CHANGE AS WE GET IN TO DO THE FEASIBILITY STUDY THAT WE'RE ABOUT TO KICK OFF. AND IF IT COMES BACK AND WE NEED, YOU KNOW, ALL BASEBALL FIELDS OR SOME OTHER COMBINATION OF FIELDS, THEN, YOU KNOW, BASED

ON THAT, WE'LL MAKE A DECISION AS TO HOW TO GO FORWARD AND WHAT'S THE BEST, THE BEST MIX OF SPORTS FIELDS FOR ALVARADO. AGAIN, JUST SOME OF THE VISUALS OF SOME OF THE THE AMENITIES THAT WE'RE PLANNING, YOU KNOW, BY DOING A PUBLIC IMPROVEMENT DISTRICT, THE PUBLIC CAN DO PUBLIC IMPROVEMENT DISTRICT PAYS FOR ONLY PUBLIC IMPROVEMENTS. BUT WHAT IT DOES ALLOW US TO DO IS TO PUT MORE MONEY INTO THE AMENITIES FOR THE PROJECT. SO WE'VE TRIED TO CREATE, YOU KNOW, A UNIQUE COMMUNITY WITH AMENITY CENTERS AND POOLS AND, YOU KNOW, WALKING TRAILS AND THINGS FOR THE RESIDENTS OF THIS OF CHAMBERS CREEK. AGAIN, SOME OF THE, THE, THE SIZE OF SOME OF THE WALKING TRAILS AND SOME OF THE, THE PONDS AND OTHER OTHER AREAS IN THE COMMUNITY FOR THE RESIDENTS. AGAIN, THE A LOT OF GREEN SPACE IN THIS PROJECT. SO, YOU KNOW, IN TOTAL, WE'VE GOT ABOUT 80 ACRES OUT OF 228 THAT WILL BE LEFT OPEN OR IN USE FOR FOR BALL FIELDS AND PARKS AND SO FORTH. YOU KNOW, APPROXIMATELY 27 ACRES WE'RE DEDICATING TO THE SPORTS COMPLEX THAT WILL BE OWNED BY THE CITY. WE'RE GOING TO WEAVE SPORTS FACILITIES MANAGEMENT COMPANY. WE TALKED ABOUT THEM. WE'LL BE WE'LL BE UTILIZING THEM FOR THE FEASIBILITY STUDY. AND THEY'LL BE ESSENTIALLY PARTNERS WITH US AS WE GO FORWARD TO DEVELOP OUT THE SPORTS COMPLEX OVER THE NEXT MANY YEARS. CONCEPT SIGNAGE.

AGAIN, THIS IS JUST A A LITTLE AREA OF THE KIND OF THE MICRO COMMUNITY THAT WE'RE CREATING UP THERE ON MAPLE AVENUE, YOU KNOW, THREE KIND OF MICRO PARKS THAT WE'VE DESIGNED INTO THIS TO KIND OF MAKE IT UNIQUE FOR THE RESIDENTS THAT WILL BE IN THAT AREA. THE DEVELOPMENT.

WE'LL KIND OF SKIP THROUGH THESE AND GET TO THE SPORTS COMPLEX. AGAIN, THESE WERE EXAMPLES OF SOME OTHER SPORTS COMPLEXES AROUND THE AREA THAT WE USED TO KIND OF LOOK AT.

WHAT COULD WE DO HERE IN THE CITY OF ALVARADO? THIS ONE WAS IN LITTLE ELM AGAIN, THREE BALL FIELDS, SEVERAL SOCCER FIELDS, PICKLEBALL, BASKETBALL. I MEAN, THAT WAS ONE THAT THE CITY OF LITTLE ELM DID. THIS ONE'S IN PROSPER AGAIN, A VERY SIMILAR COMBINATION OF COMBINATION SOCCER AND FOOTBALL FIELDS, BASEBALL FIELDS AND SOFTBALL FIELDS. AND THEN THE ANDY BROWN SPORTS COMPLEX IS JUST A PART OF THE THE LARGER ANDY BROWN SPORTS COMPLEX IN THE CITY OF COPPELL. AND THIS WAS JUST A SNAPSHOT OF THE BALL FIELDS THAT THEY HAD HERE. SO THE.

AGAIN, WE I THINK WE WENT THROUGH ALL THE PHASES OF THE PROJECT AND THE TIMELINE ON THE SPORTS COMPLEX, BUT THE SPORTS COMPLEX WOULD BE BUILT IN TWO PHASES. THE INITIAL PHASE WOULD WOULD BE CONSTRUCTED ALONG WITH PHASE TWO OF THE RESIDENTIAL DEVELOPMENT, AND THEN THE LARGER PHASE TWO OF THE SPORTS COMPLEX IS ANTICIPATED TO BE CONSTRUCTED AROUND 2033, ALONG WITH THE FINAL PHASES OF DEVELOPMENT IN THE RESIDENTIAL COMPLEX. AND THE THINKING BEHIND THAT IS REALLY TO TIE IT TO THE TO THE FUNDS THAT ARE BEING CONTRIBUTED TO THE TOURS.

SO THERE'S ENOUGH FUNDS THERE THAT WE CAN GO FINANCE AND PUT A CONSTRUCTION LOAN ON THERE TO BUILD OUT THE SPORTS PARK, YOU KNOW, ONCE, ONCE THE TOURS IS FUNDED AND, AND IN PLACE, AND THEN WE CAN GO AHEAD AND GET THAT DONE. AGAIN, THIS WAS A PRELIMINARY BUDGET THAT WE DID, YOU KNOW, THIS WAS BASED ON KIND OF A GRANDER THIS LAYOUT OF SPORTS FIELDS. BUT THIS WAS KIND OF THE, YOU KNOW, THE VERSION WITH TURF FIELDS, ARTIFICIAL TURF FIELDS, THINGS LIKE THAT. SO IF THIS, IF THE FEASIBILITY STUDY COMES BACK AND IT DOESN'T REALLY WARRANT US SPENDING THAT KIND OF MONEY ON TURF FIELDS, WE CAN SAVE A LOT OF MONEY BY DOING NATURAL, NATURAL TURF FIELDS AND, YOU KNOW, SAVE THAT MONEY TO GO BACK INTO THE CITY COFFERS FOR OTHER THINGS. BUT THE FEASIBILITY STUDY WILL TELL US THAT. AGAIN, THIS IS THE PROPOSED TURF STRUCTURE AGAIN ON TONIGHT'S AGENDA. ALDER OVER ACTING ON IS IS TO CALL THE PUBLIC MEETING FOR THE TOURS TO CREATE THE TOURS THAT WILL BE THE PUBLIC MEETING WILL BE IN THE NEXT CITY COUNCIL MEETING. SO TONIGHT THAT'S THAT'S ALL THAT'S HAPPENING HERE. AND WE'LL DO A PRESENTATION. MORE DETAIL ON THE TOURS ASPECT OF IT ON THE 20TH OF APRIL. BUT THIS IS THE STRUCTURE. 50% OF THE TOURS WILL GO TO THE CITY'S GENERAL FUND. 30% WILL BE ALLOCATED TO THE SPORTS PARK, AND 20% WILL BE ALLOCATED TO THE PIT OFFSET. THERE'S THESE WERE SOME SLIDES ON THE SPORTS FACILITIES, COMPANIES AND ALL THE VARIOUS ASPECTS AND PROJECTS THAT THEY'RE INVOLVED WITH, BOTH HERE IN TEXAS AND AROUND THE COUNTRY. THEY'RE THE LARGEST AT WHAT THEY DO, AND I THINK THERE'LL BE A GREAT PARTNER FOR US AND FOR THE CITY AS WE DEVELOP OUT THIS PROJECT OVER THE NEXT MANY YEARS. YOU KNOW, THESE WERE PROJECTIONS OF

WHAT WE PROJECTED THAT THIS TOURS WILL CREATE. YOU KNOW, THERE'S THERE'S APPROXIMATELY $30 MILLION THAT WOULD GO INTO THE SPORTS PARK FUND OVER TIME. WE DON'T NEED ALL THAT. BUT THAT'S THE WAY IT'S STYLED AND IS THERE FOR CONSTRUCTION OF THE SPORTS PARK AND FINANCING AS WELL. AND THEN APPROXIMATELY ALMOST $20 MILLION GOES TO THE TOURS OR THE THE PIT OFFSET BUCKET TO HELP REDUCE THE, THE TAX ASSESSMENTS TO THE HOMEOWNERS IN THE DEVELOPMENT.

SO THIS WAS WE HAD SOME DISCUSSION ABOUT, YOU KNOW, KIDS, IN SOME CASES, THEY GET A BAD CONNOTATION AND THEY THINK THEY'RE MORE OF AN EXPENSE. AND IT IS ANOTHER ANOTHER TYPE OF TAX ON THE HOMEOWNER. BUT IT'S IN EITHER CASE, THOSE PUBLIC INFRASTRUCTURE COSTS ARE GOING TO HAVE TO BE BORNE EITHER PAID FOR THROUGH THE PYD, OR THEY'RE GOING TO HAVE TO BE PAID THROUGH AS AN INCREASED LOT PRICE TO THE HOME BUILDERS THAT WE'RE SELLING TO. SO IN EITHER WAY, THOSE COSTS ARE GOING TO HAVE TO BE PAID FOR SOMEHOW. THE PIT ACTUALLY WORKS OUT TO BE A MORE COST EFFECTIVE ROUTE TO THE HOMEOWNER. SO OVER TIME, THE, YOU KNOW, WE, WE LOOKED AT A COMPARISON BETWEEN A HOME WITH NO PIT AND THIS DEVELOPMENT AND A HOME WITH WITH THE PIT AND THE COST DIFFERENCE, YOU'RE STARTING OUT WITH A HIGHER HOME VALUE WITH NO PIT ON THIS PROJECT. SO THE HOMEOWNERS ARE BEARING ALL THOSE TAXES ON THE ENTIRE ASSESSED VALUE OF THE PROPERTY THAT THEY'RE GOING TO BEAR THAT FOR 30 YEARS. THEY NEVER HAVE THE ABILITY TO PAY THAT OFF WITH THE PYD. THEY CAN PAY OFF THAT ASSESSMENT AT ANY TIME DURING THAT 30 YEARS IF THEY CHOOSE TO, AND IT CAN SAVE THEM ADDITIONAL MONEY. BUT JUST COMPARISON SIDE BY SIDE, YOU KNOW, WE DETERMINED JUST BASED ON THIS ONE EXAMPLE, IT SAVES THE HOMEOWNER ABOUT $37,000 OVER THE COURSE OF 30 YEARS OF HOME OWNERSHIP WITH THE PIN. SO.

THOSE WERE REALLY THE KIND OF THE HIGHLIGHTS OF WHAT WE WANT TO TALK ABOUT TONIGHT. AGAIN, WE'RE HAPPY TO HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.
