SO I WILL START. THERE ARE THREE FUNDS THAT WERE IMPACTED. THE GENERAL FUND, THE GENERAL GOVERNMENTAL CAPITAL PROJECTS FUND AND THE STREET MAINTENANCE SALES TAX FUND. SO THIS IS A SUMMARY OF WHAT YOU SAW IN SEPTEMBER OF 2024. IN PREPARATION FOR THE FY 25 BUDGET. AND I KNOW THAT IT'S DIFFICULT TO SEE. SO HERE ARE THE REVENUES. SO THERE WERE A COUPLE OF REVENUE LINES THAT CAME IN BETTER THAN ANTICIPATED. AND THAT IS NOT UNEXPECTED BECAUSE WE DO TAKE A CONSERVATIVE APPROACH TO OUR BUDGETING. SO WE WANT TO MAKE SURE THAT THAT WE BUDGET FOR AND PRESENT TO YOU ITEMS THAT ARE ARE MORE LIKELY THAN NOT TO HAPPEN AND NOT BE TOO AGGRESSIVE. SO WE HAD SALES TAX COME IN BETTER THAN WE HAD PLANNED. AND SO WE CAN INCREASE THE REVENUE SIDE OF THAT LINE ON THE NON PROPERTY TAXES. AND THEN ADDITIONALLY WE HAD. ALSO SOME FEES THAT HAVE COME IN. SO PART OF OUR PROCESS AND IN ACCORDANCE TO BE WITH OUR ACCOUNTING PROPER ACCOUNTING REPORTING, WE OFFER THIRD PARTY INFRASTRUCTURE INSPECTIONS TO DEVELOPERS. BUT THOSE FEES HAVE TO GO THROUGH THE CITY AND WE HAVE TO RECOGNIZE THE PAYMENTS FROM THE DEVELOPERS ON A REVENUE LINE. AND THEN YOU WILL SEE THE CORRESPONDING EXPENDITURE LINE. WRONG DIRECTION. UNDER ADMINISTRATION. SO A PORTION OF THAT IS WHAT OUR DEVELOPERS PAID TO US. AND LET ME GO BACK ONE MORE. AND THEN ADDITIONALLY WE ALSO HAD [00:40:03] UNDER THE LICENSES STILL IN LICENSES AND PERMITS LINE, WE RECEIVED PAID FEES OF 253,000 $253,000. AND THOSE HAVE TO BE SPENT SPECIFICALLY IN THAT AREA THAT WOULD BENEFIT THAT PYD. AND SO THAT MONEY IS LET'S FORWARD TO COVER THE STREETS AND DRAINAGE LINE A PORTION OF THAT. AND THAT WAS THE ITEM THAT CAME TO YOU IN THE SUMMER FOR THE NORTH CUMMINGS OVERLAY. OF THE OTHER ITEM ON THE EXPENDITURE SIDE THAT I HAVE NOT DISCUSSED IS ON THE OTHER EXPENDITURE THAT WENT THROUGH THE ADMINISTRATION LINE IS THE PURCHASE OF 404 NORTH PARKWAY THAT CAME TO YOU IN EXECUTIVE SESSION DURING FISCAL YEAR 25 AND WAS EVENTUALLY APPROVED FOR PURCHASE. AND IN THE NON-DEPARTMENTAL LINE IS THE IT INFRASTRUCTURE UPGRADE THAT WAS PRESENTED TO YOU IN THE FALL OF 2024, THAT OCCURRED IN THE FALL AND WINTER OF 2025. SO IN SUMMARY, WE'RE INCREASING OUR REVENUES TO OFFSET SOME OF THOSE INCREASED EXPENDITURES THAT OCCURRED. AND YOU APPROVED DURING THE FISCAL YEAR. SO WE ARE OUR INCREASING THE UTILIZATION OF FUND BALANCE. SO IN THE ADOPTED BUDGET IT WAS 122,000. WE NEED ANOTHER 107 TO BALANCE THE BUDGET. CAN YOU GO BACK TO THAT ONE. WE NEED ANOTHER $107,000 FROM FUND BALANCE. YES. BUT THEN THAT STILL LEAVES US WITH A BUDGETED, PLANNED UNASSIGNED FUND BALANCE OF 7.2 MILLION, WHICH IS STILL A VERY HEALTHY AMOUNT. WHAT WOULD RENTAL INCOME CONSIST OF? RENTAL RENTAL INCOME THAT IS PRIMARILY RELATED TO CELL PHONE TOWERS USING OUR PROPERTY, AND THEY PAY US RENT FOR THAT. AND MOVING ON TO THE GOVERNMENTAL CAPITAL PROJECTS FUND. THIS WAS SIMPLY NOT INCLUDED IN THE FY 25 BUDGET, BUT WE DID HAVE ACTIVITY. THIS WAS AS A RESULT OF THE 5.4 MILLION CERTIFICATES OF OBLIGATION OR DEBT ISSUE THAT WAS MADE, AND THIS IS 53% OF THAT WAS DEDICATED TO THE LAURIE JANICE, CHRIS COURT STREETS. SO THIS RECOGNIZES WHAT WAS WHAT WAS SPENT DURING THIS FISCAL YEAR. AND THE PROCEEDS THAT ARE ATTRIBUTABLE, ATTRIBUTABLE TO TO THIS PROJECT FROM THE BOND ISSUE. AND THEN THE SALES TAX, STREET MAINTENANCE SALES TAX FUND THAT WAS FOR EQUIPMENT RENTAL. AND THAT PUSHED IT JUST A LITTLE BIT OVER, AS YOU CAN SEE, 30, ALMOST $3,700. BUT SALES TAX AGAIN IMPACTED, YOU KNOW, CAME IN BETTER. AND THAT LIKE HILLARY MENTIONED BEFORE, THAT IS BETTER FOR THE ECONOMIC DEVELOPMENT CORPORATION, BETTER FOR THE GENERAL FUND. AND THE OTHER PORTION COMES IN HERE. SO WE ARE ABLE TO ABSORB THAT WITH THE REVENUES THAT CAME IN BETTER THAN PLANNED. AND THEN YOU'RE FIXING TO KICK OFF AUDIT SEASON. YES. SO SO WE WE ARE ALREADY WORKING ON THE AUDIT. AND THAT WILL BE PRESENTED AT AN UPCOMING MEETING TO BE IN COMPLIANCE WITH THE THE STATE LEGISLATURE.
